The development of stable communities in the Pilbara region of Western Australia has been a goal of successive state governments since the commencement of large-scale iron ore mining operations in the mid-1960s.

Unfortunately this goal has proven to be somewhat elusive, indeed in recent times there has been a paradigm shift away from residential communities (townships) providing a wide range of facilities for both residents and visitors to closed mining camps. The shift towards fly-in, fly-out (FIFO) working arrangements has underpinned this change.
